What the measurement refers to
A nipper cuts between two short opposing edges — the jaw. Its length is quoted in millimetres (3 mm, 5 mm, 7 mm) or, in the older trade language, as a fraction of the full head: quarter jaw, half jaw, full jaw. It is a description of the cutting edge only, not of the size of the instrument.

Why longer is not better
A full jaw is faster in trained hands and unforgiving in untrained ones: the same slip removes twice as much. Most people working on their own hands are better served by a shorter jaw and one extra cut.
The thing actually worth checking
Jaw length is a preference. Closure is quality. Close the nipper and hold it up to a window: the cutting edges should show no line of light between them anywhere. A gap means the instrument crushes rather than cuts, whatever the steel and whatever the price.

A quarter or half jaw. It removes less per cut, which makes an accidental cut smaller too. Full jaws are a professional’s tool for working quickly on someone else’s hands.
What does “double spring” mean?
The spring that reopens the jaws is doubled for a smoother, longer-lived return. It affects the feel of the instrument, not the cut.
How do I know the jaws still meet?
Hold the nipper closed against a light. Any visible line of daylight along the cutting edges means it is time to resharpen.
