What the number describes
Rockwell C is a measure of resistance to indentation. A diamond cone is pressed into the steel under a defined load and the depth of the impression is converted to a number on the C scale, written HRC. It is the closest thing the trade has to an objective statement about heat treatment.

Why harder is not simply better
An instrument fails in one of two ways: the edge deforms, or the edge breaks. Hardness protects against the first and invites the second. On a cuticle scissor with points under a millimetre across, a chip is unrepairable — the point is gone. So the makers who understand the job aim for the middle of the range and put their effort into the grind instead.
Reading a claim honestly
A single number without a tolerance is a marketing figure; heat treatment always produces a range. “54–56 HRC” is a statement about a process. “Ultra-hard German steel” is a statement about nothing.

Is a higher HRC always better?
No. Above roughly 60 HRC a thin blade becomes prone to chipping, and resharpening gets slow and expensive. For nail instruments the useful range is narrower than the marketing suggests.
How is it measured?
